LCPHCA General Membership Meeting March 30, 2007

Rodger Burgess- Outgoing President, called the meeting to order at 7:35 PM. After recognizing past LCPHCA officers and board members, Rodger introduced a special Guest Speaker, newly elected Dekalb County Commissioner for District Two, Jeff Rader, who updated the group on matters affecting our area:

  • Top concern for residents continues to be neighborhood stability

    • Overlay districts have been embraced by residents concerned about inappropriate infill construction

    • The Commission is looking for a “yardstick” by which to measure the public interest in the matter of increased commercial development, for example, how to evaluate the various proposals for developing the corner of Briarcliff and North Druid Hills Roads

  • Commission Budget process: Jeff and other like-minded Commissioners proposed a 2007 budget that emphasized maintenance of current infrastructure as opposed to taking on new projects; there is currently 26 million in deferred maintenance, waiting for funding.

  • Jeff is Chair of the Planning and Land Use Committee

    • Looking to adopt a new approach to street design and noise issues

    • Adopting a Comprehensive Land Use Plan which emphasizes the designation of “town centers”

    • Looking to acquire a bigger budget for transportation planning, especially to deal with trucks

    • The staff is experienced, skilled and very effective

Rodger introduced the new officers and board members:

Ted gave the Treasurer’s Report for Rick Hollahan. We have 8 K in our checking account; our monthly expenses are at $429, most going to entrance maintenance; because of the $300 monthly fees to keep the gas lights going, they have been turned off. Our fall membership drive will need to have a very successful membership drive to build the treasury back up. A recommendation was made to go with a no-cost service for our next Directory. A sample was passed around and attendees were pleased at what they saw, given that our names would not be sold and we could buy ads ourselves.

Alison Hondroulis reported for Grounds. She has moved the landscape contract to Milagro, the same company that has the contract for the Swim/Tennis Club. She has organized a working to replant the NDH entrance on April 14, 9:00 a.m. She requested funds to replace holiday decorations and answered questions regarding proposals to renovate our entrance markers. The group passed around samples of house number signs, machine-cut into an oak leaf and painted green, cream and tan. Should such an item be chosen to sell as a fundraiser to finance entrance renovations, they would go for $75.00 (cost is $32.00). Volunteers were asked to investigate the option of more than one leaf shape.

Vera Kornylak reported for Zoning: The driving range is up for sale, again, for a large sum, making it of interest only to developers; there are several overlays in the county, now: Emory Village and Brookhaven are examples; PDK Watch continues to express concern over plane weights and schedules.

Rob Holley reported for Traffic: MARTA no longer has a route through the neighborhood; there have been requests to repaint the arrows on the speed humps. Three speed humps have been installed on Trailmark. Surveyors are working on Clairmont Road to create fiberoptic timing of the traffic lights. Recommendation has been made NOT to ask the BOC for a permanent ordinance establishing the no-left-turn guidelines: if the BOC should turn down such a request, it could never be brought before that group again.

This concluded the officers/committee reports.

Ted entertained questions from the membership. Several issues were mentioned:

Currently, a commercial truck is parked on the street on Spring Creek Road and the homeowner is too afraid of the truck’s owner to insist that he park in the driveway. Pete Patterson is going to file a “private nuisance action” on behalf of the Association.

Report ALL crimes to the police so that they can have the advantage of that data for pattern analysis. Lock your cars. Be aware that mothers with children are becoming robbery targets in parking lots (Whole Foods, Buckhead mall lots). Park near security cameras and pay attention to your surroundings.
